아이젠하워 대통령과 이승만 대통령의 백악관 국빈만찬 연설 (1954년 7월 26일) > 자료실

1954년 7월 26일, 이승만 대통령 내외는 아이젠하워 대통령 내외가 베푸는 국빈만찬에 참석했다. 아이젠하워 대통령 내외는 공산침략에 맞서 싸운 이 대통령과 한국 국민에게 존경과 경의의 표시로 성대한 만찬을 마련했다. 

만찬회는 백악관의 국빈연회장에서 개최됐다. 연회장은 약 150명이 함께 만찬을 즐길 수 있는 고전적 향취가 물씬 풍기는 곳이다. 이날 만찬회 참석자 수는 총 60명이었다. 한국 측에서는 이 대통령 내외를 비롯해 최순주 국회부의장, 정일권 육군참모총장, 양유찬 주미 한국대사, 임병직 주유엔 한국대사, 백두진 경제조정관 등이 참석했다. 미국 측에서는 아이젠하워 대통령 내외를 비롯해 닉슨 부통령, 조셉 마틴 연방하원의장, 덜레스 국무장관 내외, 조지 험프리 재무장관 내외, 찰스 윌슨 국방장관, 로버트 앤더슨 국방차관 내외, 래드포드 합참의장 내외, 밴플리트 장군 내외, 스펠만 추기경, 주한 미 8군사령관 맥스웰 테일러 부인, 엘리스 브리그스 주한 미국대사 등이 참석했다. 

만찬회는 아이젠하워 대통령의 환영 연설로 시작됐다.  아이젠하워는 자기가 육군참모대학 재학 중에 들었던 강의, 즉 모든 것은 변한다는 논리를 근거로 이승만 대통령에게 전쟁이 아니라 남북한의 평화 공존을 암시하는 발언을 했다.  

이어 이승만 대통령이 답사를 했다. 이 대통령은 아이젠하워의 연설에 대해 즉각적인 반응을 보이지 않고, 6·25전쟁에서 보여 준 미국의 지원에 대해 아래와 같이 고마움을 표시했다. 

만찬 후, 아이젠하워 대통령은 이승만 대통령과 프란체스카 여사가 백악관에서 이날 밤 머물도록 각별한 배려를 했다. 수행원들은 영빈관인 블레어 하우스와 헤이 애덤스 호텔에 나뉘어 투숙했다. 특히 아이젠하워는 이승만 대통령 내외에게 링컨 대통령이 사용하던 침대에 잠자리를 마련해 줬다. 

Text of President Eisenhower‘s Remarks 아이젠하워 대통령 연설문(1954.7.26) 　

Mr. President, Mrs. Rhee, Your Eminence, my friends: 　

이 대통령님, 여사님, 추기경님, 나의 친구여러분, 　

I am sure there is no one at this table who does not have, Mr. President, a feeling of distinction in your visit to this country and your presence at this table. I think it is not difficult to discover the reasons for this sense of pride and distinction 　

오늘 이 자리에 계신 분들 중에서 대통령님이 이 나라를 방문해주시고, 만찬에 참석해주신 것을 영광스럽게 생각하지 않는 분은 없을 것으로 확신합니다. 이렇게 자랑스럽고 영광스러운 느낌을 갖는 이유를 찾기는 어렵지 않다고 봅니다. 　

I hope I will not be considered guilty of filibustering if I ask you for a moment to go back with me to a lecture I heard in my staff college days. 　

잠시 내가 참모대학시절에 들었던 강의를 회상코자 하오니, 바라건대 만찬 진행을 방해하는 죄를 짓는 행위로 간주하지는 말아 주셨으면 합니다. 　

The lecturer was pointing out that the principle characteristic of life is change. And since he was talking about war, he talked about the changing factors that the fighting man had to consider in his calculations as to war. 　

당시 강사는 삶의 기본적인 특성은 변화라고 지적했습니다. 그는 전쟁에 관한 얘기를 하고 있었기 때문에 전투하는 군인이 전쟁에서 고려해야만 하는 변화의 요인들에 대해 말했던 것입니다. 　

He pointed out that there are constant changes in the means of transportation, in the weapons to be used, in methods of supply─everything that we do─and the rules that sometimes obtain among so-called civilized nations are subject to change. 　

강사는 전쟁에서 수송수단, 사용무기, 물자공급방법 등, 우리가 행하는 모든 것이 항상 변한다고 했습니다. 그리고 소위 문명국가들 사이에서 통용되는 규칙들도 때로는 변한다고 지적했습니다. 　

And then he pointed out that there is one factor that is completely unpredictable, completely unreliable and untrustworthy and yet never changes─only one─that is human nature. 　

그 다음 강사는 완전히 예측불가능하고, 전혀 믿을 수도 신뢰할 수도 없지만, 결코 변하지 않는 요소가 단 하나 있다고 했습니다. 그것은 바로 인간의 본성이라고 지적했습니다. 　

In support of this thesis he pointed out that there is no history so old, no mythology so venerable that it does not glorify the qualities of courage or stamina or reliability or sacrifices and does not treat with contempt all of the opposites of intolerance, evil and selfishness. 　

강사는 자신의 논지가 옳다는 점을 다음과 같이 설명했습니다. 즉, 아무리 장구한 역사와 오랜 신화를 들춰보아도 용기·정력·신뢰·희생정신을 찬양하지 않고, 편협성·사악함·이기주의를 경멸하지 않은 경우는 없다는 것이었습니다. 　

So I think that in our feeling of pride in the Korean people and the presence here of their chief representative, we are merely responding to an age-old instinct of man to venerate these qualities that we call ennobling, that we believe are somewhat godlike in their quality. 　

그러므로 나는 한국 국민에 대해, 그리고 오늘 여기 참석하신 그분들의 수석대표에게 우리가 자부심을 느끼고 있다고 말씀드리고 싶습니다. 우리가 이런 느낌을 갖는 것은 바로 인간의 고귀한 품성들과 그 품성 중에서 어느 정도 성스럽다고 믿어지는 것에 대해 존경하는 인간의 오랜 본성에 부응하는 행위인 것입니다.

And we have seen the Korean people through tribulation, through troubles, through enslavement under brutal attack, respond gallantly and with courage. It was a source of pride to Americans that with them as allies in the Western world we could join with Korea in seeing that the country should not be overrun by the invading hordes from the north. 　

우리는 한국 국민이 시련 속에서, 고통 속에서, 야수적인 공격에 의한 노예상태에서, 용기를 가지고 용감하게 대항하는 것을 보았습니다. 서방세계의 동맹국으로서 미국인들이 한국인들과 손잡고, 한국을 북쪽의 침략무리들에게 전복되지 않도록 한국 편이 될 수 있었던 것은 자랑거리의 하나입니다. 　

And to the courage of that people, to its prosperity, and to its future happiness, I think we may drink a toast, doing so in the name of their representative here present, President Rhee. 　

그러한 자랑스러운 국민의 용기를 위하여, 한국의 번영과 미래의 행복을 위하여, 여기 참석하신 한국 국민들의 대표이신 이 대통령과 함께 나는 축배를 제안합니다. 

Text of President Syngman Rhee’s Remarks 이승만 대통령 연설문(1954.7.26) 　 

The honor which has been paid to Korea tonight is beyond any words of mine to express my feelings, and those of my people. I want you, my friends, to know that the hearts of Koreans who are here in our party and the hearts of all the Koreans in Korea are full of gratitude and thanks to you and the American Government and the American people. 　

오늘 밤 한국을 위해 이같이 영광스러운 자리가 마련된 데 대해, 나 개인적으로나 우리 국민의 감회는 이루 말로 표현할 수 없을 정도로 벅찹니다. 친구들이여, 이 자리에 있는 우리 일행이나 한국에 있는 우리 국민의 가슴속에는 여러분과 미국 정부 그리고 미국 국민에게 고마움과 감사의 마음이 넘치고 있다는 것을 알아줬으면 합니다. 　

I would like very much to tell something about what American aid and assistance have done, what the American fighting men have done in Korea, to save at least half of that war-torn peninsula. And I would like to say how much the American citizens, individually and collectively, have done in the way of relief work for Koreans. 　

나는 미국의 원조와 지원이 한국에서 무엇을 이뤄 놓았는지, 그리고 미군 장병들이 전쟁으로 반쪽이 된 한반도의 절반이나마 구하기 위해서 행한 일에 대해 얘기하고 싶습니다. 또한 얼마나 많은 미국인들이 개인적으로나 집단적으로 한국인들을 구호하는 사업에 기여했는지에 대해서도 말씀드리고 싶습니다. 　

But I can‘t. I don’t know how to start, or how to end. All that ask of you, my friends, is to know that we are grateful to you for everything you have done, and for everything that you are doing. We are grateful. And we will remain grateful. 　

그러나 그럴 수가 없습니다. 말을 어떻게 시작해야 할지, 어떻게 맺어야 할지 모르겠기 때문입니다. 친구들이여, 단지 내가 바라는 것이 있다면, 그것은 여러분이 우리에게 베풀어준 모든 일에 대해서, 그리고 여러분들이 지금 우리를 위해 하고 모든 일에 우리가 고마워하고 있다는 것을 알아주십사 하는 것입니다. 우리는 감사하고 있으며, 앞으로도 계속 감사한 마음을 가질 것입니다. 　

You talk about bravery of the Korean people. The Korean fighting men, yes. We thank God. We are willing to fight to the finish, as long as there are territories still occupied by a foreign Communist army. 　

여러분은 한국 국민의 용감성에 대해 말들을 합니다. 한국군 장병들, 물론 용감합니다. 또한 우리는 하느님께 감사합니다. 우리는 우리 영토가 외래 공산군에게 점령되어 있는 한 최후까지 싸울 것입니다. 　

And not only soldiers of the Army, Navy and Air Force but the people, the men and the women regardless of rank and file, are all one in that we cannot live unless we unify our country, unless the aggressive Communist armies are out of our land. 　

육해공군의 장병들뿐만이 아니라, 남녀 또는 지위의 상하를 막론하고 나라를 통일하지 않으면, 공산침략군을 우리 땅에서 몰아내지 않으면 우리가 살 수 없다는 점에서 온 국민이 모두 하나가 되어 있습니다. 　

That same spirit proves that the Korean people have an army known to be the biggest anti-Communist defensive force in Asia. 　

바로 이런 정신이 한국인으로 하여금 아시아 최대의 반공 방위력을 자랑하는 군대를 갖도록 했습니다. 　

Yes, I say that they are willing to die; they are willing to give their lives. Why are these Koreans so brave? Why are they so willing to give up their lives? I will tell you why. 　

그렇습니다. 한국군 장병들은 기꺼이 죽을 각오가 되어 있습니다. 그들은 기꺼이 목숨을 바칠 각오가 되어 있습니다. 한국인들은 왜 그렇게 용감한 것일까요? 왜 그들은 목숨을 던질 각오가 되어 있을까요? 그 이유를 여러분에게 말씀드리고자합니다. 　

Their country was occupied by an alien rule for nearly forty years. They have experienced how terrible it is to live under a foreign military rule. That gave them the conviction that unless we have our independence and our own government, our lives are not ours and we have no freedom, just as Patrick Henry said, he would rather die than live as a slave. 　

그들은 거의 40년간 외부의 통치하에 있었습니다. 그들은 외래의 군국주의 통치하에 산다는 것이 얼마나 끔찍한 것인지를 경험했습니다. 그것이 그들에게 확신을 심어줬습니다. 독립하여 우리 정부를 갖지 않고는 우리 생명이 우리 것이 아니요, 자유를 가진 것도 아니라는 확신 말입니다. 바로 헨리 패트릭이 노예로 사느니 차라리 죽음을 달라고 말한 것과 같이 말입니다. 　

That is feeling there. But that is not what I mean to say. The Koreans must have a wonderful fighting spirit, they are wonderful soldiers, and all that. But without your aid, things would have been quite different. Fortunately, your fighting men came over there, trained them, helped them build up their morale and their spirit, and gave the weapons. 　

한국의 분위기는 바로 그런 것입니다. 그러나 내가 말하고자 하는 것은 그것이 아닙니다. 한국인들은 놀라운 투쟁정신을 갖고 있으며, 모두가 놀라운 병사들임에 틀림없습니다. 그러나 여러분의 원조가 없었다면, 사정은 매우 달라졌을 것입니다. 다행히도 여러분의 장병들이 한국에 와서 그들을 훈련시키고 사기와 정신을 앙양시켜 주었으며, 무기까지 주었습니다. 　

Look what all that has done for them. When I go over to the front lines, they are all standing up, every soldier equipped from head to foot, all from America. This is what makes Korean boys strong fighting men. 　

여러분이 준 이 모든 원조가 그들에게 어떤 성과를 이뤄놓았는지 보십시오. 내가 일선을 시찰할 때면 그들은 모두 기립해 나를 맞이합니다. 모든 장병들은 머리에서 발끝까지 모두 미국 제품으로 무장했습니다. 이것이 바로 한국의 젊은이들을 강력한 병사로 만드는 것입니다.
